They should of taken lessens from EVE. After turning off the cloak there should be a small time penalty in which you cannot do anything but move around, and If someone gets too close then cloak breaks.

The cloak is designed for safely traversing land, that is a use (and thus not useless). Of course in any competitive game people will take anything and use it to help kill, so you try to discourage that. I'm not sure if the big decloak flare and sound effect will be enough though 
Wait and see I suppose, it's almost here.

It will make a noise and you can't shoot from cloak without first disabling the cloak. You can melee from cloak at least but that will decloak you anyways.
Of course, I stated as such. But you can still start firing your gun immediately after decloaking, which is pretty powerful.
Again, with the update coming in just a few days might as well wait and see now.
